The Papio-Missouri River Natural Resources District board spends tax dollars on flood control and water quality issues.

The board needs members who can provide an effective, balanced approach to their important role.

In Subdistrict 1 (mainly Washington, Burt, Thurston and Dakota Counties), Bill Rhea Jr. is the best candidate to advance to the November election. The farmer has served on the national and state boards of cattle industry groups. He would provide a thoughtful, responsible approach to the board. Rhea wants the agency to do more to fight soil erosion and to focus more on flood control and less on recreation. He says he would work to address the needs of the wider district. He says some land in the Omaha area may need to be purchased quickly to prevent flooding. But he says the NRD needs to rebuild trust with Washington County residents after controversial dam proposals.

In Subdistrict 5 (northwest Omaha, Waterloo and Valley), voters should advance 24-year incumbent Rich Tesar and Bill Pospichal, a former construction company owner and playground builder.

Tesar touts his years of work to fight flooding in western Douglas County, his own experience after being flooded and the NRD’s recreational benefits. As the board’s finance chairman, he knows the district has to quickly acquire properties before development overruns them. That’s why he voted last year to increase the NRD board’s property tax levy for the first time in a decade. He supports the NRD bond issue to prevent flooding.

Pospichal, a self-described conservationist, says he wants to see flood-control work done more cost-effectively. He owns property the NRD has wanted to buy for years. He says the process has to move faster to save taxpayers money. He has sold the NRD playground equipment and says the board would benefit from his construction experience, but says he would abstain from votes that touch his businesses.

For these reasons, voters in Subdistrict 1 should select Bill Rhea Jr. and Subdistrict 5 voters should advance Rich Tesar and Bill Pospichal.
